Delay in Execution of Namami Gange Programme

Will the Minister of WATER RESOURCES, RIVER DEVELOPMENT AND GANAGA REJUVENATION be pleased to state:-

(a) whether the Government is aware that Namami Gange Programme is behind the schedule and if so, the details thereof along with the reasons therefor; 
(b) whether the Government proposes to come out with a Ganga Act for fast track execution of the Programme and if so, the details thereof; 
(c) whether all Ganga Basin States have agreed in principal to the idea of formulating the Act and if so, the details thereof; 
(d) whether any suggestions have been sought from all concerned in this regard, if so, the details thereof and the action taken thereon along with the time by which it is likely to come into force; and 
(e) the other steps taken/being taken by the Government to speed up execution of Namami Gange Programme in time bound manner?

ANSWER

THE MINISTER OF STATE (IC) FOR YOUTH AFFAIRS & SPORTS AND MINISTER OF STATE FOR WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION 
(SHRI VIJAY GOEL)

(a) No Madam. Various components of Namami Gange Programme are under execution and are expected to be completed as per the stipulated schedule. However, execution/completion of certain projects has been delayed due to various factors such as contractual disputes, delay in getting various clearances etc.

(b) to (d) Yes, Madam. A Committee has been constituted to prepare a draft for Ganga Act under Chairmanship of Justice (Retd) Shri Giridhar Malaviya. Formal consultation with all the stakeholders including the concerned States will be taken up at appropriate stage after receipt of the Report.

(e) Various steps have been taken by the Govt. to achieve goals of the Mission within stipulated time. The steps taken include creation of a new institutional structure for policy and implementation in fast track manner which empowers National Mission for Clean Ganga to discharge its functions in an independent and accountable manner. National Mission for Clean Ganga have been given higher financial powers to sanction projects. The management structure of NMCG has also been strengthened. Projects under Namami Gange are now funded fully from the Centre. Monitoring mechanism has also been strengthened.
