7th CPC: Constant Attendant Allowance Enhanced by Government


New Delhi, 9 August 2017: The Narendra Modi Government on Tuesday issued an order relating to the enhancement of Constant Attendant Allowance almost two months after the Union Finance Ministry increased the higher allowance under 7th Pay Commission. With regards to allowances and the pay level upgradations, the Union Government has also issued a notification.

According to a report, at present, the Constant Attendant Allowance (CAA) is Granted to pensioners who retired on disability pension under the CCS (Extraordinary Pension) Rules of 1939, with 100 per cent disability. (where the individual dependent on someone else for day-to-day function). The CAA is paid to Central Government employees in addition to the disability pension.

At present, the rate of CAA is admissible at Rs 4500 per month. On the recommendation of the 7th Pay Commission on Allowances, the Union Government has accepted the recommendations to increase the Constant Attendant Allowance by a factor 1.5, ie: Rs 6750 per month.

Earlier, Finance Minister Arun Jaitley said that the pay panel had recommended that Haircutting Allowance and Soap Toilet Allowance will be admissible to Personal Below Officer’s Rank of Defence Forces, as components of Composite Personal Maintenance Allowance (CPMA), should be increased by 50 per cent.

The Narendra Modi government had accepted these recommendations with effect from 1st July 2017. 

Last year in July, the Committee on Allowances was set up to examine the recommendations pertaining to allowances.

The government has also received a proposal for up-gradation of posts of Statistical Investigator Grade II/Junior Statistical Officer and Statistical Investigator Grade I/Senior Statistical Officer in Subordinate Statistical Service (SSS) cadre. However, the pay panel had not made any specific recommendations so far.
