Sub: Grant of Running Allowance to Ticket Checking Staff on the lines of Loco Pilots & Guards and redressal of various demands raised by NFIR pending with the Railway Board-reg.

With reference to Railway Board’s decision, constituting a Committee to examine certain issues relating to Ticket Checking Staff, mainly to grant Running Allowance to Ticket Checking Staff on the lines of Loco Pilots & Guards and creation of posts of Ticket Checking Staff in the same manner as that of Running Staff, NFIR brings to your kind notice that the Federation has been raising various issues concerning Ticket Checking Staff since long through PNM fora as well through written communications to the Railway Board. The Member (Traffic) also held a separate meeting with the NFIR on 07/05/2018 on PNM Item No. 37/2015 on NFIR’s Federation’s demand for simultaneous creation of posts of Ticket Checking Staff when new trains are introduced or runs extended. In this connection, record note of discussions held by the Board (MT) with the NFIR on 07/05/2018, issued by the Railway Board vide letter No. 2016/TCFM-10/1 dated 18/07/2018 may kindly be connected.

Federation has also raised various important issues relating to the Ticket Checking category and summary of the same is as follows:-

1. Arbitrary decision for revising norms for manning of coaches by the Ticket Checking Staff

NFIR’s PNM Item No. 05/2015 — Though agreed by the Board, orders are yet to be issued. NFIR’s letter No. 11/73/Part I dated 11/01/2018 may be connected for taking action

2. Simultaneous creation of posts of Ticket Checking Staff when new trains are introduced or runs extended.

NFIR’s PNM Item No. 37/2015 — Due to increase in the work pressure and shortage of Ticket Checking Staff while additional posts need to be created all vacancies are required to be filled on priority. NFIR’s letter No. II/73/Part I dated 10/09/2018 & 16/11/2018.

3. Provision of cooking facilities and other amenities in the rest rooms for Ticket checking staff on IR

PNM Item No.13/2011 – Federation is yet to receive Zone-wise compliance from the Railway Board. Also connect NFIR’s letter No.II/73/Part I dated 10/11/2018 particularly citing the case of Western Railway

4. Creation of Ticket checking posts commensurating with the number of Trains run, additional coaches introduced etc., review of extant policy.

5. Provision of seats for TTEs/Conductors in Trains - NFIR’s letter No.II/91/Part II dated 10-11-2018

NFIR has been repeatedly pressing for improvement in the Rest Rooms of Ticket Checking Staff at par with the Running Staff and also ensure similar other facilities.

NFIR again requests the Railway Board (MT) to kindly see that Railway Board address the above issues of Ticket Checking staff without further loss of time. NFIR also requests that a meeting of NFIR may be convened at the level of MT as a follow up to the discussions held with the MT on 07/05/2018 which would facilitate to resolve the above listed items.

Federation hopes that speedy action will be taken by the Board on the above pending issue.
