केन्द्रीय वित्त, कॉरपोरेट मामले, रेल और कोयला मंत्री श्री पीयूष गोयल ने आज कहा कि 5 लाख रुपये तक की सालाना आमदनी वाले करदाताओं को अब कर में पूरी छूट मिलेगी और उन्हें कोई आयकर नहीं देना होगा. संसद में वर्ष 2019-20 का अंतरिम बजट पेश करते हुए श्री गोयल ने कहा, ‘पिछले साढ़े चार वर्षों के दौरान हमारे द्वारा किये गये प्रमुख कर सुधारों के कारण, कर संग्रहण और कर आधार में महत्वपूर्ण वृद्धि देखने को मिली है, जिससे साधारण कराधान उच्च-अनुपालन व्यवस्था कायम हुई है. अत: यह उचित होगा कि कर सुधारों से हुए कुछ फायदों को मध्यम वर्ग के करदाताओं तक पहुंचा दिया जाए.

वित्त मंत्री ने कहा कि इसके परिणामस्वरूप जिन लोगों की कुल आमदनी 6.50 लाख रुपये तक है, उन्हें भी किसी प्रकार के आयकर के भुगतान की जरूरत नहीं पड़ेगी, यदि वे भविष्य निधि, विशेष बचतों, बीमा आदि में निवेश कर लेते हैं. साथ ही दो लाख रुपये तक के आवास ऋण के ब्याज, शिक्षा ऋण पर ब्याज, राष्ट्रीय पेंशन योजना में योगदान, चिकित्सा बीमा, वरिष्ठ नागरिकों की चिकित्सा पर होने वाले खर्च आदि जैसी अतिरिक्त कटौतियों के साथ उच्च आय वाले व्यक्तियों को भी कोई कर नहीं देना होगा, इससे स्व नियोजित, लघु व्यवसाय, लघु व्यापारियों, वेतनभोगियों, पेंशनरों और वरिष्ठ नागरिकों सहित मध्यम वर्ग के करीब 3 करोड़ करदाताओं को करों में 18,500 करोड़ रुपये का लाभ मिलेगा.
मानक कटौती में वृद्धि
वित्त मंत्री ने कहा कि वेतनभोगियों के लिए, मानक कटौती को वर्तमान 40,000 रूपये से बढ़ाकर 50,000 रूपये किया जा रहा है. उन्होंने कहा कि इससे 3 करोड़ वेतनभोगियों और पेंशनधारकों को 4,700 करोड़ रूपये का अतिरिक्त कर लाभ मिलेगा.
टीडीएस सीमा में वृद्धि
बैंक/डाकघर में जमा राशि पर मिलने वाले ब्याज पर टीडीएस सीमा को 10,000 रूपये से बढ़ाकर 40,000 रूपये कराने का प्रस्ताव किया गया है. श्री गोयल ने कहा कि इससे छोटे बचतकर्ताओं और गैर-कामकाजी लोगों को लाभ मिलेगा. उन्होंने कहा कि छोटे करदाताओं को राहत देने के लिए किराये पर कर कटौती के लिए टीडीएस सीमा को 1,80,000 रूपये से बढ़ाकर 2,40,000 रूपये तक करने का प्रस्ताव है.
आवासीय घरों को अधिक राहत
वित्त मंत्री ने कहा कि अपने कब्ज़े वाले दूसरे मकान के अनुमानित किराये पर लगने वाले आयकर के शुल्क में छूट का प्रस्ताव किया गया है. उन्होंने कहा कि वर्तमान में यदि एक व्यक्ति के पास एक से अधिक अपना घर है तो उसे अनुमानित किराये पर आयकर का भुगतान करना होता है. श्री गोयल ने अपनी नौकरियों, बच्चों की शिक्षा और माता-पिता की देखभाल के लिए दो स्थानों पर परिवार रखने के कारण मध्यम वर्गीय परिवारों को होने वाली कठिनाइयों को देखते हुए इस राहत की घोषणा की.

वित्त मंत्री ने 2 करोड़ रूपये तक के पूंजीगत लाभों को प्राप्त करने वाले एक करदाता के एक आवासीय घर से दूसरे आवासीय घर में निवेश के लिए आयकर अधिनियम की धारा 54 के अंतर्गत पूंजीगत लाभों में वृद्धि का प्रस्ताव किया है। हालांकि इस लाभ को जीवन में एक बार ही प्राप्त किया जा सकता है. सस्ते आवास के अंतर्गत और अधिक आवास उपलब्ध उपलब्ध कराने के लिए आयकर अधिनियम की धारा 80-आईबीए के अंतर्गत लाभों को एक और वर्ष के लिए विस्तारित किया जा रहा है, अर्थात यह 31 मार्च 2020 तक स्वीकृत आवासीय परियोजना पर लागू होगा. रीयल एस्टेट क्षेत्र पर विशेष ध्यान देते हुए वित्त मंत्री ने बिना बिके हुए घरों/फ्लेटों के अनुमानित किराये पर कर-शुल्क से छूट की अवधि को परियोजना पूर्ण होने के वर्ष के अंतिम समय के एक वर्ष से बढ़ाकर दो वर्ष तक करने का प्रस्ताव किया है.
